I am going to visit my sister in Dallas for 10 days and was thinking maybe I could try picking up a per diem shift or few when I visit. Can anyone tell me how long it takes to get signed up with an agency and what the pay might be like>?

Not sure about where to work per diem in Dallas (facilities), but I can tell you that you should make around $30 - $40 per hour or more depending on where you work (unit); and, in terms of how long it takes to get hired, it could be as quick as a day if you have your credentials and employee health info ready to go.
